Paperclip: fall back to a non-frozen install when the release lockfile is stale (#17922)

Browse Source 
v2026.1012.0 ships a pnpm-lock.yaml that does not match server/package.json,
so pnpm install --frozen-lockfile fails on every install (#17913).
